Food Outreach’s mission is to provide nutritional support and enhance the quality of life of men, women, and children living with HIV/AIDS or cancer. We are the only organization providing these services in Missouri and western Illinois. Our clients live in 160 Missouri and Illinois zip codes and range in age from newborn to 90 years – many of whom live with multiple secondary illnesses in addition to their primary diagnosis. To be eligible for our services, an individual must have proof of diagnosis and meet income guidelines, i.e., live at or below 300% of the Federal Poverty Level (FPL) or $37,470 annual income for an individual. Our comprehensive program includes our Integrated Frozen Prepared Meal and Grocery Program designed by our staff chef and registered dietitian, individualized dietetic counseling, nutrition and cooking education classes, a weekly congregate three-course meal, nutrition supplements, and meal home delivery to homebound clients. Our programs provide each client with two nutritious meals per day (60 meals every 30 days) throughout enrollment, combined with nutrition counseling and monitoring by our registered dietitian.

The Families First Coronavirus Response Act provided an additional $400 million to The Emergency Food Assistance Program (TEFAP), which provides USDA-purchased food to state agencies via formula for distribution via local agencies such as food banks. Up to $100 million of the additional funding may be used to offset higher food distribution costs due to COVID-19.

In the HS HCS HB 2011 the General Assembly appropriated $90M to make additional per day payments to Nursing Facilities and additional payments for facilities with a positive COVID case on the premises. This same amount and language was added to DPS/SEMA in HB 14.099 for FY20.
